Upload/Download Site

I need a custom file uploading script similar to [login to view URL] & [login to view URL] The features that the script should have includes: 1) Download caps (per file & ip) 2) Limit 1 download per ip at a time 3) Limit downloads per ip/day 4) Adjustable limits for file downloads 5) Adjustable limits for overall downloads/day 6) Reporting features such as downloads/day, bandwidth used, etc 7) Bandwidth limiter for free-users 8) Adjustable limits for file sizes 9) Listing of files which have been inactive for a configurable number of days. 10) Configurable countdown timer (such as the one used by [login to view URL]) Other features will be required at a later date. This script must be done in PHP. Please read through the feature lists and understand the project. This project is required to be completed within a week of the project being awarded.
