Need a clone of RAC or elance

My company would like to host something very similar to an elance or RAC site. We would like to make it for a new market but we like the way both elance and RAC work. We would like the page layout to be similar to elance but we like the work flow of RAC because of the human intereaction on project acceptance and escrow of funds. Any way you get the main concept of the site. The major payment gateway in the begining will be paypal. This will be a learning process for us but we think it will be a hit. We also like the ticker that you can download. Lets chat about this. We have no specific timline so you do not have to be a big company. the cost is a major constraint so we may have to work out payment milestones. We will need the system to be very secure. We can talk about the pros and cons on ms sql vs. mysql. But we prefer .net framework. Lets talk rough timeline and figures for cost we can plan on. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Probably windows .net and ms sql
