Animated Images, Vectors, Web Files for Home Page

I recently hired a large web development company to create my website. They knew all the details going into the job about what I expected, the level of detail and quality of animated effects I was after, but today have admitted to lacking the expertise and skill to do the majority of what I need. I can't tell you how many times a freelancer has done this to me - told me they were 100% confident they could do the job, and then admitting it's more difficult than they imagined (only to have the next person I hire do it easily and quickly). I need several elements created for my new home page. I don't know whether it's best to have these features shown as high-quality GIFs, CSS/HTML animations, videos, etc... All I know is that I need them done so that my customers have a better visual understanding of the information I'm trying to present. Here are the 5 elements I need: 1) an image of my heat sink with animated lines overlayed to show how the cooling system works (both by fans pushing cold air in to the unit, causing hot air to escape, and by heat escaping naturally from the external fins as shown in my example image). I have attached a GIF image that shows a style of animation for how heat sinks are cooled. The movement for my image should be similar. 2) An image of my product where rain begins falling onto it from above (would be even better to have a spray nozzle from a hose creating the rain effect). The movement should be smooth and fluid like actual rain. 3) An Image of my product with lines animated in a downward direction, piercing through leafs or chloroplasts (plant energy harvesting cells) showing that the light penetrates deeper than any other (I have attached an image showing light rays passing through several layers of chloroplasts as a reference). 4) An image of a LED that turns on and then has a dramatic lens flare effect at the end (a poor example of a LED turning on has been attached). 5) Animated vector lines representing 3 different colors of light waves (I have attached an image; however a great example of what I want is 3/4 down the following page titled "Signals In": [login to view URL])
