Assign multiple zone to one country in prestashop1.7

I want to assign a few zones to one country in prestashop 1.7. Currently, Prestashop1.7 only allow one country, one zone. In the backend of prestashop, it is only allowed to set one country consist one zone only. However, I want to assign 3 different zones for one country. For example, Country A consist 3 zones (zone 1, zone 2, zone 3). This is for shipping purposes. Because all 3 zones apply different charges for shipping. For example, currently at the backend, I assign zone A to the country. At product check out page, I insert address with zone B postcode, the shipping cost maintain with zone A shipping charge. While zone B is set with different shipping charge than A. I need to assign 3 zones assign for one country so that the shipping charges at check out page is correct. This is a small project, the budget is $10-$15.
