Back ned to a memberbased website

I am building a website, I have the design more or less done but I need someone to do the back end. I have different features that I would like to get developed. Example: I would like to have Google Maps where all the members on the website should be able to choose which areas in their city they would like to help other in. Other member should be able to use a filter of areas (listed on the side of the google map), and with the areas selected should show in a list below the map of which members have selected these areas, so they can get in touch. Step by step function: 1) All members should choose their areas where they can help or need help 2) All visitor on the site should be able to use the google maps by selecting areas 3) A list below should show which members are available in these areas I have done the design using Wix. Would be great if someone could code this function for me and so I could put it in my website. I have a memberbase on wix and therefore it would be great if it is possible that a member can save which areas they prefer, to be registred to their membersprofile.
