Blockchain Bitcoin Webservices

I need a webservice based on http / api to give me following services

1) a method to create public / private key on bitcoin network ( HD Wallet / generate address)

2) a method to transfer btc / any token on btc network

3) a method to get special address wallet balance and transactions with details

Complete explain about project

Webservice must be worked dedicated without any un Unnecessary modules

input with get or post method and output must be in json

programming must be written by php , aspx web form
