Build me an app

Practically, the app is a digital menu for [login to view URL] example, when you go to the restaurant or a pub, instead of having a menu on paper, you have the menu on the tablet, you tap on the items you want to order, you tap "Finish command" and the signal is send to another tablet that is in the kitchen. I would like to have a database with all the restaurants i will have, and every restaurant to have an account. Every account is represented by: admin or customer. The admin first of all can build the menu for their restaurant, can add photos, can change or eliminate anytime an item, or the photos. He is the only one who sees every command. For example in a restaurant with 10 tables: he sees 10 tables with infinite scrolling on the tablet and is notified anytime a table is ordering something. If the table 3 orders something, after they tap on "Finish command", the admin is notified that the table 3 ordered: item1, item4 and item5 for example. The customer has all the menu with inifinite scrolling. After he tap on an item he wants to order, he gets a message with "Are you sure you want to order coffee?". He always has in left corner the button with "Finish command". I really need this for some restaurants in my country, I'm from Romania. So i need it in romanian. Instead of "Finish command" we will have "Finalizeaza comanda" and all others details we'll discuss in private. Let's make an MVP first, and if all is ok we'll continue our colaboration. AlSO, I would like the app to comunicate through a raspberry pi, because i don't want the tablets with costumer account to comunicate with the tablet with admin account through the internet.
