build interface with texting api through asp classic

I have client that wants to start using Twilio for texting out message to existing leads in their database on a routine basis. They have API's set up for several languages - but unfortunately - they don't have what we use. We are using ASP Classic with MS SQL Server and they do not have a helper library or sample code for that in their API system. I need a coder that is able to figure out a solution for this - I can see this going one of two ways - best option would be converting the code to ASP Classic and being able to do everything in that. If that is not possible - next best would be to set up functions in a language that they support and will work with our server - (2008 windows server) that has PHP installed - so maybe either PHP or c#? - and have those functions work directly with our ASP Classic code so that we can still do the management of the system in that. Information and sample code of the Twilio system can be found at - [login to view URL] We will want all the basic level functions created - send / receive texts - test email for valid text capability (they have available in their system) - Manage the moving of received texts to our database (MS SQL) so we can reply back through the system To bid - please specify your method that you would use to solve the problem and estimate for total coding of the functions / integration so we can use with our ASP Classic code. You you MUST understand and have ability with VB Script - (ASP Classic) and which ever language you select and everything must work on our Windows 2008 Server.
