Build me a Mock-Up generator for my Woocommerce marketplace

I am creating a print on-demand platform, and i am using WCFM fronted manager plugin and WCFM membership plugin, so I need a solution that called Mockup Generator, this solution allows vendors/artists to see their artworks on a products such as T-shirt, mug, pillows, etc. Also the artist will be able to edit or customize each product/mockup such as editing the artworks scale and position. and the artists will be able to select which products they want to add to their store for that uploaded artwork. And when an artist click on Submit button, the products they selected will be added in their store, but still publishing must be approved by marketplace admin. That was the first scenario. The second scenario is simpler than the previous one. The artist will be able to see their uploaded artworks on the provided products, and will be able to edit and select/enable which products will be added in their store for that artwork as well as first scenario, but they can't add those products to their store. That means they just have to click on Save button, and the solution will just save/record the products that the artist selected for the new artwork, then the platform staff will prepare and add those new products manually. I have provided the second scenario to make the solution I need easier to develop and lower in cost, and if you have a scenario will be make it much more easier then I will agree. The core idea is that when an artist/vendor uploads their artwork they will see their artwork on a products we provided, and they can just select which products they wanted to add to their store.
