Build me a PHP Check-In Page (OR AN ANDROID APP?)

Build me a PHP page which will perform the following: (or an Android App?)
Complete Check In and Checkout of tickets using a barcode scanner (effectively the code scanned will be a random 40 character string).
The Check in page must not display the random barcode scanned string.
The PHP cannot refresh, must be quick (1 second to process)
The page must display two buttons (IN and OUT)
The code must have error checks/fail functionality
The PHP page must be sized to suit a Samsung Active Tablet (horizontal view)
The checkin page must connect to a MYSQL database (already exists) and check the database to ensure the ticket is not already checked in or out (depending on what button you click).
If the ticket can be checked in, the php page must write to the database in two different tables and record the checkin. The PHP page must then display an animation stating "Check In Success".

Needs login so it is restricted (can connect to MySQL database to check user credentials are correct)
The page must be smart.
