Build Web based tool

I need a very easy to use web based tool .. please see below for more detail and also ask me any question that you may have A Web based tool to report offensive or derogatory social media comments on any social media platform. Administrator dash board will show basic stastical data to show how many reports are made each day, week, month and year. Detail: This web based tool will be like a search engine and wsers will first search to see if the offensive comment on a particular user is reported or not. The search engine will be plain page like google with top bar with a few links.. Example: User X finds offensive or derogatory social media comment and he took screenshot of this post. Take a note of the user account name (example, account name Peter123 is the user who posted offensive post). User X comes to this search engine and search for Peter123 If the search shows result for user Peter123, meaning user Peter123 is already reported for offensive post. Then this search engine platform should give User X a choice to Add (+) the new data on Peter123 ... ELSE If nothing was already reported for User Peter123, then User X should have given an option to create new report on Peter123 and submit the user name, drop down menue to select the social media type where the comment was posted, and option to upload/submit screenshot image of the offensive comment. ... Generally above the is the high level concept of the search engine/tool. ... Note* Each time when a report is made the tool will create a new profile page for the user, example Peter123 in the above example ..Now, there will be Peter123 profile page with all reported screenshot on his page, to tool should be extremly easy to add more screenshot on this individual page ... Note** each new report needs to be on "pending" until Administrator approved it to be published.
