build me a website and an app

I need a website that has an app linked to it. I have a plumbing business and we install lots of hot water heaters . we want to be able to track the warranties of these hot water cylinders and service them when they are needed. Before one of my plumbers can install the tank he needs to be registered on the system . After he has installed the cylinder he needs to be able to capture the details of the cylinder these are A) Brand of Tank B) Serial Number of tank C) Code of Tank D) Clients details their names phone number address and email address He would need to be able to take a min of 5 pictures of the installation, these would be accseability to service tank , tank information, critical valves and safety overlows. Once all this data is captured it needs to be saved , it also needs to be sent to the home owner , the tank manufacturer the insurance company. the data collected needs to be accessible for example , the serial number and code of the tank can be entered in a search screen , when this is done the relevant information will come up. If the home owner or the insurance company wants to check the age of the tank because it comes with a 5 year guarantee they just need to enter the serial number of the tank . Like wise if the tank company wants to check the installation of the tank for their warranties they can just enter the serial number and all the clients data will come up. These tanks require a service plan There is an anode replacement required every 12 months to improve the lifespan of the tank. The Home owner , the plumber that fitted the tank, the insurance company and the tank manufacturer need to be made aware that the service is due . Once the service has been done the plumber needs to validate this has been done , once again the email needs to be sent to the relevant parties concerned , the home owner , the insurance company the tank manufacturer and the plumber all by email. There needs to be a fee attached to the plumbers validating their installations , they would need to buy credits in order to upload their clients warranties. Each user would need their own personal log in "platform" an Admin (as many admins as nessary) that can see everything and all data the home owner who can only see who installed the tank and what period of the warranty is left All users will need the serial number and code of the geyser in order to see the information .
