Build WordPress Website (database and conditional forms knowledge needed)

Hi all,
I am looking to hire a freelancer with a technical background who can **walk me through** developing a website in WordPress. I am not looking to fully delegate this project; instead, I am looking for someone who can guide me through the process and teach me on the way. I realize it might seem like a more inefficient way of doing things, but I prefer to go slowly and learn on the way, rather than fully delegate the project.
I have the IT infrastructure ready to go (i.e., PHPMyAdmin, MySQL, WordPress, etc.) Once the website is built, I will then need to develop a conditional logic - based engine that would walk the user through a series of questions (decision-tree), and, based on the answers, generate a set of options for the user. I am in process of developing all the necessary content and the back end of the tool, but I would need help with the front end of the tool, specifically the forms (in appropriate html/java/other?) language, the overall design (has to be beautiful!) :), perhaps a login portal, etc.
I am typically available to discuss via screen-share (i.e., [login to view URL] or other appropriate app).
