Changing location on svg-maps (browser-based game) script

Hello, I looking person for make browser-based game function element. First please open example svg-map; [login to view URL] So, if player will register account character with Spain citizenship. He'll see Spain svg-map centered background in his interface. It's mean all settings and options be around of that maps. Project is about changing location on that map regions. (look at example) When player want change his location. He has to click on region who want to change. If he click "go to region" button would take him to new location. Every region on map have own functions. Changing location will not instant because "player" fly by the plane. Reference point idea is border region. For example when you want go to region neighbouring you have to waiting 5 minutes. It's base rule. If the region location you're is three regions away between the destination. You must wait 15 minut. Simple rule = three * base value. This is the scope of the order. I looking person for more than one project like this. It is only one element in huge engine.
