Create sturcture and provide SoP for a small software development department

Hello, A client does a fair amount of software development using consultants and a couple of internal developers for internal use and sometime for external customers. Projects are websites, web apps etc. Everything has been done on a adhoc basis so far with minimal documentation, tracking etc. with no detailed scope, NDAs etc. Now the requirement is to setup a "proper" software development department with the right organization Functional structure (some internal and some external consultants) and along with that - define the standard operating procedures as well as requirements for typical MERN/LAMP etc. projects. What is required is the services of a software development project manager guru who can write/create/provide the documents, templates etc. that will be the foundations of this department, so that future projects are more structured and well documented. You must be a senior project manager or accomplished developer - working in a mid-sized or large organization, where importance is given to good documentation and following existing processes, along with tracking metrics. The final objective is that projects are done smoothly, go through proper development/testing/deployment process and are documented properly.
