1813 - Custom PHP Project - Late Fees

We have a custom php application for service orders. We require a module that calculates late fees for overdue invoices and then creates a new a new invoice for the late fee.
Requirements
- Must be developed in Laravel
- Cron Job will run twice each month, on the 15th and 28th date, to check any outstanding invoices as of that day. System must check if an invoice has already been generated for a specific invoice in the last 30 days, to ensure that there are no duplicates
- Late Fee is calculated based on an (annual %, /365 ) x days overdue. Minimum amount is $6.50, so late fee is either $6.50 or greater
