Database build - as an Access DB, other, or as On-line App in LAMP or Windows environment

Can be built as an Access or variety thereof or in a MYSQL environment with PHP, etc. We can access with via a web interface that you build or via Remote Desktop for say Access. Hosting - we can host it on line in either a Windows or LAMP environment. We do need access from multiple computers. We do need the capacity for at least two users in the DB at the same time, please.
