Drag and drop editor with sorting

I have a series of letters/emails that contain text/paragraphs. These paragraphs can be used in multiple letters. The paragraphs will already exist in a MariaDB database with a unique ID, type, description and content. The paragraph "type" will be one of the following: date, sender address, recipient address, salutation, body, closing, signature and sender name. There may be multiple paragraphs for each type but, only the body may have multiple paragraphs in a single letter. The letters may or may not exist, so I need to be able to create them or edit them from the database. These letters will have a unique ID, type (email or printed), description, and paragraph IDs as a comma-delimited text field. The order of the paragraph IDs will determine the order of the paragraphs in the letter. There needs to be a method to display the draft of the letter in a popup with the paragraphs in the proper order. There will be no images in the paragraph selection. Requirements: PHP and Bootstrap (latest versions for both)
