finish setup of a migrated website

The ffmpeg portion of the website move was not finished being setup. php, laravel, sql databases, ffmpeg experience needed. FFmpeg was installed by siteground but needs to be setup. Developer uploaded it but did not finish setting it up. The portion of the site that is not working is the side where a video is purchased through the final assembled product. My access to editable regions does not allow me to upload the missing images so I can not further test to see if that is all that is needed.
