Import TXT/CSV into MSSQL Table with mapping of fields (PHP Portal)

Hello all, I have an existing PHP portal. I am looking for a developer to code up my file import page. I have attached some reference files.
On import, it will get the mapping/rules from a table for that import scheme selected. You will see the rules for each field in MappingRules.txt.
This is specific to LoaderID=3. The "LoaderField" tells you which column in the TXT to use.
As an example take "+447542702658"
You will see 3 rules.
1. Remove "
2. Replace +44 or 44 with 0 at start of field
3. Replace all instances of Rule value 1 with value 2
This will convert the field to... 07542702658
After applying all the rules, it will then insert all rows into a MSSQL table. The table is already created. I can give you more details in PM.
