Join CSV files and sort them in PHP, to look like it's result from query in Database

I have MySQL database, and i run sql query on that database with joins and where clause, lets say query will look like SELECT [login to view URL], [login to view URL], [login to view URL], [login to view URL] FROM table1 a LEFT JOIN table2 b ON a.some_value=b.some_value LEFT JOIN table3 c ON a.some_value=c.some_value WHERE a.some_value = 'some_text'; and i run query 1000times from PHP to get average time needed for this query on database with 4.5milions [login to view URL] that, i export these 3 tables in CSV files. Now, i need some programmer who can load these CSV files in PHP and to create script that will JOIN these CSV files and filter with some where clause, and to get result to look similar like sql query in database. Also, it's needed to go through 1.000 times and measure each time of execution to get average time. First i want to know someone if someone is able to do this kind of job, as fast as it possible, after that, i will provide csv files for job. Feel free to contact me if you have any questions.
