Capturing live video will be dependant on whether the user actually has a camera built in or not. Even if user has one, modern browsers require the user to provide camera / microphone access to the website itself to do a live video recording. Hope you understand that. If that's fine, then I can build such API for you which will capture live video and save it to Google drive / dropbox or your custom server

Hello Sir I read your requirement and I am sure tht it can do with WEBRTC that is secure RTP protocol. . Our application will store your data in server as a video file. To do that we need a stream server also Our capture part will take the stream from your web cam or any camera that is suitable for live stream and will send to the stream server for the streaming on the other hand in the reciver part of the site will start displaying it once it will connect with the stream server by the stream id and url. We will manage this url and id dynamically. Once the stream will start the WEBRTC will start saving the video file in the server. WEBRTC will not only save the file it will also takethe main role in stream.
