Magento 2 Checkout - Ship to local dealer

Hello, We are a firearms dealer looking for a magento developer to create an extension for the shipping aspect to our website. We are looking for a dealer locator. When someone purchases a firearm online, he or she cannot have the firearm directly shipped to them. They must use an official firearms dealer. We have the database of dealers. It's over 80,000 dealers that must be able to lookup and sort by zip code. Additionally, we get the license from the dealer. We must have the ability to upload the license (pdf) to the dealers location. That way, if another customer checks out in the future from the same place we have the license on file. Process: Customer buys items online On checkout, this extension checks if there is a firearm in the cart.. If so, We cannot ship gun to customer, otherwise proceed as normal shipping Customer must choose dealer near the customer (lookup by zipcode) One the customer picks a dealer, the dealers information is placed in the shipping fields. The customer cannot edit the fields. If the license has not been previously uploaded the customer can have the ability to upload the license. Time length 1-14 days
