Magento 2.2 - Need to stop register process for spam/junk customers/ especially with xx.ru emails. Also need to add a static block in home page in order to add additional contents/ texts

Magento 2.2 - Need to stop register process for spam/junk customers/ especially with [login to view URL] emails. Because of this we receive alert email via Plesk server that “xx attempt(s) to exceed limits from Jun/11/2018 18:58 until now. Subscriptions the limit is 10 messages per hour 15 attempt(s)” as example. We have already update the magento to 2.4 versions and installed all security, patches. We have already added magento 2.2 captcha. We have already check server Centos 7.5 + Plesk Onyx and also to our second server Linux Cpanel for virus, spamming php scripts , trojans and all are clear. Maybe need to be added Google ReCAPTCHA or whatever will eliminate the issue. Need to be avoided countries block ips. Also need to add a static block in home page in order to add additional contents/ texts and some photos and videos. Need to check the home page static block because when we update and save it the home page menu template corrupted. When we run "php bin/magento setup:upgrade" we get this error: "Import failed: Warning: Error while sending QUERY packet. PID=21476 in /var/www/ vhosts/[login to view URL] nt/[login to view URL] on line 228" Need to check this too. Need to start first in back up sites in two Plesk and in one Cpanel server and then to main sites. Need minimum 48 hours to check the results Full written instructions how could we add the above tasks to the rest main sites
