We need to focus on few things: Firstly understanding the requirements in greater detail since we need to know how the device status will be updated and stored on the database server and how the devices or groups of them would be controlled. For sizing can you please confirm how many different devices or groups are to be controlled. Secondly in testing we need to perform end to end integration testing which itself may take more than 4 weeks. Do you have use cases or test scenarios to validate that the requirements have been implemented as per your needs. Lastly have you decided where the application will be hosted and the size of resources required - database, storage, ram, network bandwidth etc. Is there any current local application with which any interface or interaction is required. My rough estimate is that it will take at least 2 months to deliver this with quality. Please let us know if you would like to discuss further.
