Need user account sync between nodebb and yii 1.1

It is against this sites rules to change your price AFTER you bid. Too much of that going on lately.
I very much dislike auto bids based on key words. If you don't show up in chat instantly, I will remove your bid.
The task.
When users create an account on our yii site, we would like the same to be created on our nodebb site.
If the name/password if changed on the yii site, we would like it updated on the nodebb site.
If the user is deleted, we would like it deleted on the nodebb site as well.
Yii 1.1 and most current nodebb.
You will not have access to either site as they are internal but will work with the dev that maintains both.
You will develop the yii component/s on your own PC then deliver it to me.
My dev will test it and once working, the job is done.
