new Joomla component

I need new Joomla component which will work for Joomla 3.7 and 3.9 The component will be for showing documents on main-desk (like here: [login to view URL]) Documents which will reach "Move to Archive date" will be automaticaly removed from main-desk and will be visible only in Archive page (Archive page is sub-item of Main-desk). Admin page (Add new document) will have these items: - Publish date (format [login to view URL]) - Move to Archive (format [login to view URL]) - Name of the document (text field) - Admin note (text field visible only in administrator) - Upload document (JPG, PNG, PDF, DOC, XLS, TIFF) - Save button in Admin page (Actual documents) each line will have button for click on Edit or Delete the document. in Admin page (Archive) each line will have button for click on Edit or Delete the document. On public webpage will be main-desk with all documents like here: [login to view URL] On public webpage will be Archive which will be sub-item of main-desk, like here: [login to view URL] You can see my vision in attached images. All items (tables, admin web, public web) will be translated to my czech language (i will help with the translate) The component will be available to install in more websites (in case Joomla will crash i want to install standart way: Extensions - Manage - Install via zip file) Each new item will also record to MySQL IP address of the admin All text fields of MySQL will be in utf8_general_ci to show correctly diacritics of my language. The price will be fixed. All modifications which will be needed will be included in the price. I will not accept any additional fees for some modification.
