Ordering App for Company products

I am seeking a quote from an app developer to build an app for ordering our products through the app. We have approximately 20 products. We would like to be able to add photos and product descriptions and add or subtract products at our choosing. We would also like to add specials every so often to all the registered clients and also to categories of clients. We also want a category field to group customers. Another field we want to add is a designated delivery run so customers can be aware of their run day. We would also like to know if it is possible for a delivery driver to organise his run on the app based on the location of customers using an ordering feature or drag and drop feature. The admin must be able to receive notifications on the app and email of all new orders and any changes to those orders by customers. The admin must be able to confirm receipt of notifications and also confirm delivery or pick up. Customer fields distinguishing between wholesale and retail customers must be available. A feature for Online payments for customers without an account as well. Account customers usually wholesale customers must be able to order without payment but this would require approval by the admin. With respect to the categories above the admin must be able to create, change or remove such categories.
