Record IP address to file and redirect (PHP script)

Hello, I need a php script that will redirect every IP address ONCE WEEKLY to a specific URL. The list of IP addresses should be stored in a basic TXT file on FTP server. I don't want the system to work with cookies, I want every IP to be logged to make sure the same IP will not be redirected to a specific URL more than once weekly. How it works. I will send a visitor to page [login to view URL] 1) The visitor will be redirected to URL A as first time visitor 2) If the same IP/visitor comes again one minute later it must be redirected to URL B as URL A already visited (IP addresses stored in TXT file if already logged once in system). 3) If IP address not located in TXT file then visitor should be redirected to URL A 4) I will clean the TXT file manually from IP addresses so no need to admin area hence need your best price 5) No need to CRON to clean IP table, I will delete the IPs myself from TXT file. If you can do an auto erase IP function that would work DAILY or WEEKLY. Let me know how much additional it would cost. The script will handle 50 visits per minute so it should detect and redirect quickly without using too much resource. I should be able to edit URL A and URL B by basic PHP file EDIT. I don't need admin area. I want your script to be hackerproof since no admin area needed. I will edit everything through FTP access to files. Thanks
