Hello. A bot like this is easy to make but note that users you'll message need to start the bot first. That's Telegram's anti-spam mechanism. Users won't be able to receive messages from a bot they never talked to. If it's what you want then I can do it in a workday. The bot will send to all applicable users' direct messages, no groups, no channels.
