Update chrome extension that checks IP address and clears history

We have a chrome extension that checks an API and displays the current IP address. The API has a limit so we want need to replace the API with our own. You will need to write a simple REST API in PHP that will return data in json data structure to the extension. Next you will update the extension so it uses the new API. Lastly, the current messaging for the app shows an overlay that shows on every page after the IP address is changed. This is a problem as we only want to display it one time when the IP address changes. We will need to discuss an alternative that only shows one time.
