Vehicle Registration system using laravel and or PHP OOP - Urgent

I am building a vehicle registration system where vehicle owners can be captured along with details of there vehicles. They will make payment and in turn be issued relevant documents to be generated form the captured details. On successful confirmation of their payment they will be sent an sms to inform that they have been issued the documents and when it will expire. This project will be managed by agents who will have account which is funded. It is from this fund that they pay the system for all the services rendered and when it depletes the system notified them and they can no longer be able to attend to customers until they fund again. The funding process is going to be handled by an admin with higher privileges. Above all, these agents can only be able to see the clients they attend to but if they are terminated, admin can transfer their clients to another agent. Finally every document, about 4 of them will have a qr and verification link. I have already laid out the database and structure of the app using laravel and adminlte before i ran into some technical limitations. I will need someone who is god in laravel or OOP PHP to deliver this project in the next one week. Contact me asap as this is urgent.
