WooCommerce: create custom payment method with specific logics

Hello!

I need a custom payment method that will be enabled only if the current customer logged in has some of the following data in a custom meta field called "net_terms"

Only show this payment method if the data matches:

NET 15

NET 30

NET 60

If the logged in customer has one of this matches, then show a payment method called "NET TERMS"

Inside this tab in the frontend I need to display this information: (it contains some shortcodes that are already working)

Your credit limit: [credit_limit]

Your credit balance: [credit_balance]

(A conditional phrase:)

(Rule 1:) You have enough credit balance to purchase this order. (Only show if total amount of order is equal or less than the number inside the user metafield "credit_balance")

(Rule 2:) You dont have enough credit balance to purchase this order. (Only show if total amount of order is greater than the number inside the user metafield "credit_balance")

Also, if rule #1 is enabled, show a upload file, there the user can only upload a PDF with max 5mb size.

The uploaded file needs to be saved in the server under this path: media/po/

The complete path of this file needs to be saved in a custom meta field of the order called "po_file"

This file is also going to be available in the order history, and user can download it.

User only can complete order if rule1 is enabled, otherwise the complete order button is not clickable, user has to select other payment method.

PROJECT CONDITIONS:

- Funds are going to be released only after testing the code in my server.

- No server credentials are going to be given to developer. Developer has to code this in his OWN server, if you cant do this DONT bid.

- Budget for this code is USD50, dont bid more, no budget.
