Wordpress PHP shortcode with certain attributes - html + css provided

I need a wordpress php function for a shortcode (name: blue_quote) with some attributes in order to be flexible. I will use it in functions.php. The result for the php function shortcode is provided in the attachment. You can/should use it. 1. part: I need flexibility, therefore attributes, for -quote content text, -quote author text (name), -background image url, -option to switch it off/don't load for mobile(wp_is_mobile()) via mobile="off" / mobile="on" -font-size for quote content text on desktop in px The shortcode for the result attached should look like: [blue_quote qauthor="Sheldon Cooper" qcontent="DON'T YOU THINK THAT IF I WERE WRONG, I'D KNOW IT?" imageurl="[login to view URL]" mobile="on" fontsizedes="48"] 2. part: When the width changes, the quote and author text of the attached result is disappearing at a certain point (=width). Please make changes to the css with the following result: quote and author text should not disappear when changing width. Instead, the font size should adopt. Font Size should become smaller when reducing the width and become larger (up to fontsizedes) with higher width. Everything has to look tidy, orderly and clean.
