Write some CODE to manipulate .mp3 files

My problem: If I do this manually using Audacity it takes me about 3-4 days to create one file - importing and saving files
I have 20 .mp3 files that need to be combined together to make one .mp3 file
The file that is made could contain ANY / NUMEROUS number of these 20 files e.g. could contain 466 various combinations ( or any number of variations)
The files need to built into 10 file blocks and then combined eventually to create the final file.
So I require an input page to input the required files ( in blocks of 10 ) / as many as is required and hence build the structure of the file to be created.. then a button to press to action the build and to save the file with a name I determine.
Is this possible to do in C / C++ or any other programming language ?
If so please indicate what you are willing to accept to do this job for me.

I can do it with a lot of open source application mainly audicity controlled by c#.net application to stitch your mp3 files as per your desires.
