Python Pandas Troubleshooting a Script Help Needed

This is a small job to fix a problem I am having. I have two csv files, [login to view URL] I only have 20 lines in, but there's over 1000. For expediency I only included 20 lines. What I am trying to do is this: I want Python to read the [login to view URL] rows, and if the value of the first column (address) is in the [login to view URL] column titled "AddressofresidenceStreet" then I want to append the [login to view URL] school column's value into a new column in [login to view URL] titled "Building Name" So, the [login to view URL] will have a new Column header called "Building Name", and will be populated with values from [login to view URL]'s school column. An example, if you look at the 6th row of [login to view URL], the address 10 Frazer Dr is included in the [login to view URL] 2nd row, Mike Riley's record. It's not an exact match, but since 10 Frazer Dr is included in that 9th column (AddressofresidenceStreet) - I would need the school (Williams) from [login to view URL] to be populated into [login to view URL] into Mike Riley's "Building Name" column. I put example of the output expected in attached [login to view URL] - though every record would have an entry. The else part is also broken and needs to be redone or fixed. If there is a record in [login to view URL] where it turns out that all the address from [login to view URL] went through and the address value was not contained in AddressofresidenceStreet - then the else part needs to work (buildingname = 'Gail', flag1 = '8675309') I do need this as soon as possible so preference will be given to freelancer who can do this right away. I also have provided complete instructions and sample data so you shouldn't need to discuss a whole lot, maybe just a question or two to confirm.
