Lottery number generator software

Hi, i am looking for someone to build a professional interactive Random Number Generator for a competition prize website. I would like some type of software which is designed so that the user enters in the maximum number of numbers, 1 being the minimum, maximum being 5000. I would like the software once loaded to show the current time and date using the computers system clock. This will then prove to the audience when shown live on facebook and youtube that this is not pre recorded video. The graphics need to be professional design with my company logo somewhere on the screen. I was thinking something like a virtual lottery where only 1 ball is the winner. So if i was to load the software and i enter in 2500 as the maximum number of balls, i would need to see 2500 balls dropped into the lottery machine. As we are all watching live, i would click a start button and then machine will then juggle the balls about for about 30 seconds or so , only 1 ball will be the winner (so the programming would need to be generating one random ball (the coding would have been independently verified by a solicitor that there is no cheating going on and its all random). When the ball comes out i would like to it roll onto a something so the camera view changes, and then the Winning number is displayed big on the screen.
