For your requirement I suggest using a C++ toolkit like wxWidgets that is cross-platform and works very well with both windows 32-bit and windows 64-bit. It is full featured and supports advanced windows components. Also unlike .NET it allows you to make completely self-contained .exe based applications that require no addtional libraries to be installed. Instead everything you need can be bundled along with the application. We can also make the application using QT if you prefer the same. In case you would like to collaborate with multiple computers, I will be interested to know the paradigm you prefer to use - a. Client -> Server using http or similar cloud based protocol b. Collaborative file open using shared resource on network through CIFS or SMB.
