I want to build a command-line app, language is up to you, the app will take some simple commands from the user as input and then based on that (I will share the logic) read a .csv file, and generate and write to 2 .txt files. Imaging csv had Name Number Mesam 0014 Ola 0145 Once the command-line app is executed it will write to a .txt file this is Mesam with number 0014 this is Ola with number 0145 I want this app to then also be deployed somewhere where people can download, and start running this app immediately on their systems.

Looks like trivial task for me, i can done it very quickly. But seems it can be done as web-service with ability to upload .csv and output processed data as text on web page.
