Build me a VR simulation from two perspectives

I'm creating a distracted driving prevention kit for high schools. I need a VR developed from two different perspectives: of a pedestrian getting hit by a distracted driver, and of a distracted driver hitting a pedestrian.
I'm participating in a program at my university, where I get to pitch at the end of the semester (April-May) for funds. If I'm able to get a quote for pricing and possibly a mock-up (if possible), it's extremely likely I'll get the funding needed to pay for the development of the VR. ***As long as you're able to adequately build the VR in a reasonable time frame, I don't care what specific coding languages you know
