Game Developer for making tank simulator

Hi,

We are Samadhan Solution Pty Ltd, an international IT agency. Looking for a game developer experienced in unreal engine(preferred, you can suggest other engines) to make a tank simulator. The project is not for a mobile game or something; it's for an actual simulator. For now we just want 2D designs of trees and roadside to be designed and when the vehicle moves the sceneries to move accordingly.
