Video Editor to Create Translated Versions of Content (German/Swedish)

We are a technology company that provides affiliate solutions for many industries. Looking for an editor who can create foreign language versions of videos we have already produced in English using Adobe Premiere Pro. You will be provided a Google Sheet with a line-by-line and shot-by-shot translation for each version. Also, you will be provided with a WAV file of the foreign language VO. The most recent project was a video about cryptocurrency that ran 10:44, and relied heavily on Text on Screen that matched the English VO.
