VR program/App

I would like someone to build a program that only consists of a realistic object of my dog. I would like him to walk around a room, have an ai, be able to catch toys and other things that were personal to him and me. I can write a description and give pictures of him. I had to surrender him and he was the most amazing dog. I will pay money, I do not know what the market is for this type of program or if it can even be done.
