Website Design for a New Adverting Concept in Puerto Rico

I need a website design and implementation for a new concept in Adverting in Puerto Rico. The business is going to be an Advertising Agency providing the following services as a beginning:

Car Advertising – we will pay people to put our clients ad on their cars.

Moving Advertising- We will have our own fleet moving constantly display our clients ads.

Social Media Consulting and Marketing – We will hire experts bloggers, facebookers and twitterers, to create and maintain our clients social media presence.

The website is going to be in English and Spanish.

I need to create a very basic website, to be available in two languages (English and Spanish).

I want full CSS and XHTML.

I want a SEO Friendly site and I want to add text and some 2 input web forms using [url removed, login to view] The forms must be design as well to pair the webpage site.

The webpage design along with the logo will be the first step in the corporate identity creation.

Maybe some images will come good. But the main idea is to maintain a clean, easy to navigate and nice looking website. The design must be quite simple, but modern in style. I like the Web 2.0 appearance, so anything similar would be great.

Need an area to embed recorded webinars or youtube videos.

Need to make a news area that works like a blog or like a CMS where we could add valuable company info and upcoming events.

Need to add facebook, twitter buttons.

We will give the texts, color palette and logo.

DON’T BID WITHOUT SHOWING ME YOUR PREVIOUS WORK. I need to see website samples before making a decision.

If I find a free website CSS template that I like for the page, would you edit the color, and insert my text, web forms and images for about $200????

There’s no art design involved. And we just need about 7 pages (in English and Spanish), so there will be about 14 pages. Something like www.alternomedia.com/es for Spanish and www.alternomedia.com/en for English.

We just need to put a webpage online very fast and were running very low on budget.
