Create Wordpress Plugin Front & Back end for tracking video viewers

We need WordPress developer expert to create a plugin frontend/backend. We are an online school. We use WordPress 5.7.2 with some LMS plugin to sell courses online through Woocommerce Stripe payment process (checkout, order-confirmed, etc…) We need a plugin to measure the progress of students and to handle the registration process for a course. Both features are connected. When someone comes to our platform and decides to start a course, there is the Learnpress Enroll process which starts to make the registration. We would like to execute something before this Enroll Process started. This process works fine if the visitor is a student who wants to enroll in a course. We want our platform to help parents to educate their children. So we would like to offer to parents the possibility to register their children to one or several courses and receive mail notification by mail about their progress. We call the parents "TUTORS". The CEO of a company could have the same plan. As he wants to have workers more productive, the CEO can register his employees to a course and receive notification mails of his employees' progress. So that means that the current button "START COURSE" needs to open a popup that will ask a few questions before starting the Learnpress Enroll Process. All our videos of all our courses are on Youtube (unlisted). Someone can open the page of a chapter on our LMS website without watching the video. So the session time duration will be fake. A student stays 15 minutes on the page of a chapter but he/she didn’t watch a video. So the time duration tracking is wrong. We need to track the user viewing duration of a video. It exists some tutorial to do that: [login to view URL] You may find other ways to accomplish that. We need to create a template page to display the progress on some kind of report page. This page will be available to tutors and students. The link to this report page will be sent on each notification mail to the Register. It is important the Register follow the progress of his students. There will be PDF & CSV icons to download reports of VIewing videos. If the chapter is not a video, it means it is an article. You just record the time duration session of the student on a page. We will explain you in detail the project with a video meeting. We are an agency and we don't have actually the time to develop this plugin. We need an external partner who can help us with that. We hope to find someone serious for other missions in the future.
