Custom order gallery images on 1x page

Just have a very small picture re-order project.

1x page on the website called Media. It has 5x images on it. The page is using Royal Slider and Gallery plugins. I need to custom order the images by ID preference.

I have tried shortcode to custom order the images, but it does not seem to work. My guess is either my shortcode is wrong or there's a custom filter issue.
