Website Design Needed for a social Mission

I want to get a website designed for a social mission. I am running a compaign to save water . I think water is a natural resouce which should not be misused as the coming generations will face problems of scarcity of water.

Basic Message of my website is SAVE WATER

Content- Aboutme, About My Mission, Why save Water, What are uses of Saving water, how to save water, How to persuade others to save water, guestbook,social networking buttons, faceboolk like banner etc etc

As i doing all this for a social cause, my budget is very low....i think everybody can understand me.....i need very simple 8-10 page website . i do not need flash animations or complex design. Rather i need a colurful appealing website with the basic message of Save Water.

IF anybody can design website in a small budget as a social charity for humankind he is most welcome..
