Build a CARTO Map

I'd Like to visualise a COVID infection rate model we've created CARTO as a map. This would entail:
- A single spreadsheet with 4 weeks of data with a score from 0 to1
- 2 Groups of weekly data, one for current infection rate and the other for total
- I'd like each group and week's data to be selectable from a dropdown or select of some sort
- I'd like to join the data to a polygon data file with approximately 8k boundaries in wkt format
- I like to hover over the relevant boundariy to view the details
- I'd like the boundaries colour coded with 1 being the reddest as that represents 100% infection
- I'd like to update the content on a weekly basis as new data is created
I've attached the data file, I will upload the Polygon file separately as it's to large for here.
