Design an Electronic Sensor

We need a sensor designed that will output a voltage proportional to the water content surrounding the probe. The catch is that it must be a non-contact sensor.

I believe a sensor that uses microstrip to measure the dielectric constant is needed. We need someone to design the circuit and layout. This is discussed here (among other places):
