Google Sheet Script Expert

its a very simple task with following requirements

1. Column E in one of the sheet is having a drop down menu with 3 options only. I want that once any option from drop down is selected once it cannot be deleted or amended by any user.

2. Till the time data in Column E is not selected/ entered, the users should not be allowed to enter data in any subsequent column.

3. Access/ Permission to delete/ amend data in column E to be given to selected Users and once any user is removed from the allowed user list he should not b able to amend or delete data in column E.

please only bid if you really think you can handle this task with proficiency and have already done it before.
